James W. Foley, P.E. has been providing services as an engineering and construction consultant since 2002. Jim's focus is constructability reviews, claims avoidance, alternative dispute resolution (ADR), and expert witness advice/testimony.

Jim has over fifty years of practical experience in engineering, construction, and related management. This experience has encompassed managing the design and construction of bridges, highways, streets, roads, landscaping and irrigation, rail systems, traffic signal systems, streetlight systems, sanitary sewers, storm drains, utilities, pipelines, tunnels, dams, airports, oil refineries, nuclear facilities, deep excavations, heavy foundations, office buildings, schools, high-rise buildings; the preparation of working drawings and specifications; acquisition of property by eminent domain, and the management of activities during the construction phase of projects.

Jim is particularly proficient in writing, understanding, and correctly interpreting specifications – both technical and general/special conditions.

Jim is a licensed civil engineer in California, Nevada, Hawaii, and Washington; a licensed structural engineer in California, Nevada, and Hawaii; and a licensed geotechnical engineer in California. He also holds both general engineering and general building contractor's licenses in California.

Jim has over forty years of experience and more than two thousand hours spent in depositions, hearings, testimony, and related presentations as both an expert and a percipient witness. This experience has been gained “on the witness stand;” at arbitrations and mediations; with Dispute Resolution Boards; with commissions, boards, and councils; with the State of California Joint Legislative Committee on Sunset Review; and in closed executive sessions of legislative bodies. He has also acted as a negotiator, a mediator, a project neutral, as a member of Dispute Resolution Boards, and as a Dispute Resolution Advisor. He has participated in jury selection and as the owner’s lead in preparing for trial. This experience has been gained as an owner, as a designer, as a contractor, as an "officer of the court," and as an independent expert for both plaintiffs and defendants encompassing in excess of fifty separate legal actions.
